Respected Comrade Kim Jong Un Guides Fourth-stage Construction Project in Hwasong Area Nearing Completion

Kim Jong Un, general secretary of the Workers’ Party of Korea and president of the State Affairs of the Democratic People’s Republic of Korea, gave field guidance over the four-stage construction project in the Hwasong area nearing completion on Jan. 10.
The respected Comrade Kim Jong Un was accompanied by Pak Thae Song, premier of the Cabinet of the DPRK, Ri Il Hwan, secretary of the Central Committee of the WPK, and other senior party and government officials.
He was greeted on the spot by Vice-Premier Kim Jong Gwan and officials of the headquarters for building 50 000 flats in Pyongyang and designing organs.
Thanks to Kim Jong Un’s grand plan for the capital city construction and energetic guidance to turn the capital city of the DPRK into a world-class civilized city, a large architectural group of another style different from the past embodying a good harmony of architectural formative and artistic beauty and advanced nature has sprung up in the Hwasong area to demonstrate its majestic and peculiar appearance.
The construction of 10 000 flats at the fourth stage in the Hwasong area, pushed forward under the 2025 capital city construction plan decided by the Eleventh Plenary Meeting of the Eighth Central Committee of the WPK, is now under way at 99 percent of the total project.
Kim Jong Un first looked at the layout of buildings and a general map showing the bird’s-eye view of housing construction area in Hwasong to learn in detail about the construction project.
Through the struggle for building 50 000 flats in Pyongyang, which has been pushed ahead with in the period of the Eighth Central Committee of the WPK, our architectural field is making remarkable progress and the potential of our state is being redoubled, he said, adding this is great progress that vividly shows the prosperity and development of the country along with the success in remarkably enhancing the strategic function and position of the capital city.
He referred to the important feature of the fact that the construction of the Hwasong area, planned and started for the solution of the housing problem in the capital city, has been converted into the one of attaining all components and functions as a full-fledged urban administrative district.
He said that in the last two years we have put main stress on improving the rational arrangement and function of urban components in the capital city construction and focused great attention and guidance on it, adding that the function and appearance of the capital city are undergoing signal change accordingly and that we have formulated a theory and set a model example and result in the combination of urban formation and architectural elements.
Expressing satisfaction over the correct implementation of the Party’s decision on building the Hwasong area as a functional prototype of administrative district, he said that if the construction plan for 2026 is carried out, the Hwasong area will be the most developed area in the capital city which perfectly embodies the political, economic and cultural functions as an urban administrative district, and this will powerfully lead the construction, to be carried out across the country in the future, as experience like a textbook and standard in not only prosperity and history of construction of our capital city but also the field of architecture, especially in the urban formation.
He expressed his view on drawing up a plan for the capital city construction to be submitted to the 9th Congress of the WPK.

Thanks to his direct initiative and guidance, another architectural group, in which high-rise, medium- and low-storied apartment houses, commercial and service facilities and other public buildings are in ideal harmony, is presenting a spectacular sight in the Hwasong area, apart from the construction plan of 10 000 flats at the fourth stage.
He said that the capital city should always play a leading role in promoting the steady cultural development of the country, adding that for this purpose it is necessary to regularize the construction law in detail, build in a peculiar way standardized facilities with the function for welfare and sports service essential to residential districts and actively develop and arrange new service occupations capable of satisfying the cultural needs and demands of citizens.

Watching with pleasure the Hwasong area which has become a brilliant landscape of socialist civilization, he said with pride that the capital city has really changed and that the five-year hard-fought struggle is worthwhile. The scope and goal of our struggle are being further expanded and raised and the eye-opening changes are becoming a sure trend representing today’s Korea, along with the construction projects being widely conducted on a nationwide scale, he added.
He stressed that the speed of such changes should be defined as the speed of advance of the Korean revolution and it should be turned into the custom of Korean-style socialism to have a new miracle in the season when every year ends, saying that the Hwasong area is a symbol of the times convincing one of the bright future of our cause making a more dynamic advance and making a leap forward day by day towards the goal of building a highly civilized state with far-reaching ideal.
Saying that construction is a revolution disallowing self-congratulation or satisfaction even a moment and that architecture should be steadily oriented to new things and constantly developed as a visual expression of the contemporary ideology and cultural level, he stressed the need to steadily boost the potential capability of designing and construction work. And he set forth the important tasks that would serve as guidelines for implementing the construction policy.
Stressing that it is a major principle of the Party’s policy on the capital city construction to set new standards in urban management and pay deep attention to cultural environmental management including greening, he indicated the orientation and ways for implementing it.
He expressed belief that the builders of the capital city would successfully complete the new streets for the people as monumental edifices of the times with their redoubled wisdom, enthusiasm and fighting spirit, cherishing the unusual honor and pride of being worthwhile creators and pioneers writing a new history of prosperity and development of the country.
